Not a lot of them have a criminal record, some do for picking up prostitutes. They usually live in other neighborhoods and would be embarrassed to be seen picking up girls. There are male residents of the neighborhood that are just fine with the prostitutes being there and employ their services.

Very committed. They prefer girls they recognize. There's always a possibility that new girls could be undercover officers. Some clients specifically look for girls who look like they are desperate for drugs.

It seems they tend to negotiate and complete these transactions rather quickly; However, it depends on the lady. Some prostitutes will agree with Oral sex because it is faster, and the Johns like it as well. Prostitutes tend to meet the john on a street corner or simply by walking on a block in skimpy clothing to get the john's attention. The negotiations are quick and often lead the women to jump into the John car and go somewhere discreet for about an hour or so.

According to the map, and interviews with multiple "johns", it is mostly common for the services to be negotiated either near or inside a car. They will drive up and down the street looking for someone they wish to do business with, then the commission of the act is also usually done inside the vehicle.

The majority of the solicitations that occured in the lower blocks of Scott Ave occurred alongside the main street, suggesting that solicitation mostly happened from a vehicle. Solicitation from the upper blocks, however, features prostitutes being caught soliciting outside of sports bars and other places of business, indicating the differences in operation depending on the clientele available.

Using the crime map of sexual offenses, I observed that most of the offenses took place around the the 600-300 blocks of Scott Ave. Demonstration of these sexual acts usually occurred near the street, in empty parking lots, or behind places of business.

Police departments seem to show a good amount of concern regarding prostitution; however, many express discontent with the court's efforts in actually convicting the prostitutes as well as their lack of resources. Many police officers are unwilling to go through the hassle of arresting prostitutes if the court won't put any effort in convicting them. This leads to officers deciding to displace the prostitutes under the threat of arrest, leading to a zero net change in the amount of prostitution in the greater Scott Ave. area.

The community is more concerned with the prostitution occurring in Upper Scott Ave. When a girl is spotted walking the street that appears to be a prostitute, the police will receive complaints. However, most of the complaints from businesses comes from Upper Scott Ave. where businesses are less likely to engage or condone the street prostitutes.

Businesses in the Upper area of Scott Ave. seem to be the most concerned, worried that having prostitutes in front of their place of business will drive down customers. However, according to Officer Jordan, businesses seem to allow indoor prostitutes to operate inside their businesses without a problem. He just receives complaints about those operating in the streets. This shows that there's a difference between high-end, indoor, and street prostitutes, demonstrating how they are different they are in terms of recognition and complaints.

4. How organized and active are community members who oppose street prostitution?

Some businesses or community members will actively report prostitute activity while other will condone it in their place of business. It's hard to tell if the businesses on Scott Ave are united in the battle against their prostitution problems, or they stand to benefit from it. Given all the information, as well as the businesses' split opinions regarding prostitution, I will say they are heavily disorganized.

The officers in Upper Scott Ave tolerate zero amounts of prostitution. They usually provide those caught participating in prostitution a chance to leave the area. Most officers, even those patrolling the 200 to 300 blocks of Scott Ave, will allow prostitutes a second chance to vacate the area before there are subject to an arrest. This doesn't help reduce prostitution just displaces it.

Clients tend to avoid prostitutors that are involved with a pimp or avoid places that have a reputation as being dangerous. A safe area for clients are the main drag or the team sports bar.

Some types of crime that occur in the area are robbery or assaults. Pete Flash recalls the stories of other college students being robbed or assaulted and not reporting their victimization.

I would predict that they might reappear to another vulnerable area or move up north because some prostitutes know that there are considerable targets.
