Central University was hired to conduct an extensive analysis of the trend in street prostitution along Scott Avenue.
Executive Summary
The street prostitution problem in Central City appears to involve mainly male clients soliciting female prostitutes. Research shows that the majority of sexual negotiations occur on the street in front of local taverns or bars. Clients drive by and negotiate with the woman of their choice and, if an agreement is reached, the prostitute enters the car, which quickly speeds away. The second most popular way to contact a prostitute is by visiting some of those same local bars after hours where the women are known to frequent. The typical client is middle-aged while the prostitutes range from teenagers to middle-aged women. Reports of college students frequenting the “stroll areas” along Scott Avenue could not be confirmed.
