In lower Scott Street the the Commanding Officer is apathetic to the prostitution being committed. He feels enforcement is useless due to early release of sex workers. This has caused a low morale amongst the staff under his command. An recommendation to replace the Commanding Officer is strongly encouraged. Hiring someone who understands the community they're employed to protect deserves a Commanding Officer who is interested in law enforcement. They should be a to have a plan that would collaborate resources between the community, local BID and Social organizations. Retraining of police staff and enforcement of the drug trade and prostitution. In upper Scott Street the current Commanding Officer needs to crackdown on the businesses that are promoting prostitution and drug trafficking by working with the District Attorney Office and local elected officials. Zero tolerance to all businesses engaged in illegal activities.

In bith communities there's a concern but the residents of lower Scott Street have grown irritated with the the Commanding Officer feeling he has abandoned their community. In upper Scott Street it's the "Nembie" approach they're genuinely concerned about lowering of their property value and their families being potentially harassed by sex workers or drug dealers.

The church, social organizations and Healthcare professionals are concerned. They have noticed an increase in domestic violence, assaults, open prostitution, drug and alcohol abuse and increase in STD's and newly diagnosed HIV infections. They would like an intensive public health campaign to be initiated with a collaboration from their organizations and the City.

The community members have brought their concerns to the Commanding Officer with no success. They have begun photographing and compiling list of clients who frequent the sex workers or drug houses. They do not seem to be deeply committed on buying sex. Many clients are easily scared off by the risk of being caught or getting sick.

Many are concerned for different reasons. Counselors at a women shelters worry about the growing and sometimes deadly violence that clients are inflicting on women. Local citizens and restaurant owners are upset with prostitution is happening so openly near their businesses.

The businesses affected in upper Scott Street are the upscale bars and restaurants. The areas of lower Scott Street are the establishments that are known to police for other public law infractions. The difference is the socioeconomic status of the clients that frequent the sex workers in most cases.

There has been a closure of the factory, where many residents were employed and an uptake of drug and alcohol abuse has been noted. Some of the sex workers also reported to be recently been laid off from the factory and have resorted to prostitution temporarily to support their families.

The street prostitution areas in lower Scott Street have been known to be unsafe increase in clients being robbed or assaulted during interactions with sex workers. In upper Scott Street the prostitution is more indoors where clients are able to purchase drugs at locations and have encounters with sex workers.

In lower Scott Street many of the small business owners complain of their patrons being harassed by sex workers. In upper Scott Street some bars and restaurants complain that they have to frequently chase sex workers out of their establishments. They have had to hire more security personnel.

Some of the crimes that occurred in Scott Street are assaults, robberies, drug sales and public lewdness. There has been a direct correlation in the increasing crime patterns on Scott Street.

If street prostitution was forced out of the Scott Street area it would probably move to neighboring communities unless a community revival program is not initiated and a new major employer brought back to replace jobs lost by the factory closure.
