Yes the problem area is along Scott's Avenue, while mostly correlated in 300-200 block, areas near 1400-1200 also have sex offenses.

2. What conditions make the area(s) attractive for street prostitution?

The low economic prosperity, the local disorder and visibility in the area. Also there are a lot of shadier businesses or bars in these areas which attracts a lot of potential clients.

They are similar as the temporally they occur in similar times, closer to night and early morning. The actual action may take place differently. In the 200-300 blocks there are more motels and lounges which could suggest that the prostitution may occur indoors, while in the 1200-1400 blocks it would have to be done in the car or the offenders would have to travel to a parking lot.

4. What area businesses are harmed by the presence of street prostitution?

Mason Engineering reports lots of condoms and drugs and litter that they have to clean up. The bars and clubs most of them do not benefit since the prostitutes and clients of them may attempt to perform the deed within their location which can cause some local disorder.

It is a new development relative to the cities' history. Due to development of other areas in the city, this area slowly degraded in prosperity and focus by the local government.
