1. What is the police department's current policy in dealing with street prostitution?

As of right now, there is no policy put into place because there is not enough funding or resources to provide the officers to perform extra duties. If they are getting complaints sometimes, they will go in the area and tell them prostitutes to leave. This only pushes them to other areas, and it is just a cycle of them being pushed around the city. One officer even mentioned a criminal charge is too harsh for the actions. Another officer was caught with a prostitute.

They do not take it serious, and many times drop charges. This leads to them being right back on the street with in 24 hours. There was an instance where a plan please guilty when he get caught by an undercover cop renting rooms for prostitution and he plead guilty for a lesser punishment.

Usually verbal warnings or fines. If it is a reoffender, they will often refer to rehab

Yes but they only complete to go right back because of the punishment being easy.

They also give verbal warnings, or threats to those they know to tell their families if caught seen again on the streets.

Some of the verbal threats are effective but other than that they just go right back. If they tell them leave the area they just go and cause problems in another area instead of it being stopped.

There are drug rehab facilities, hospitals, court ordered help as well.

Some prostitutes go if they feel in danger or feel they have a chance of getting caught, but most are court ordered and only do it to prevent jail time.

Yes. The prostitution occurs on most corners and near many businesses in the area. Incidents and prostitution takes place in and near bars, lounges, liquor stores and near other local businesses.

Abandoned buildings make the area attractive to prostitution. Also, areas with a high level of traffic and younger crows may attract street prostitution as well.

Areas such as the hotels, bars and lounge are places with the highest level of activity. These areas are the same as it invites the “ couples “ to come in and engage in activities. These areas also attract young crowds which can promote prostitution, mingling and people hooking up.

Area businesses such as the furniture store and the dry cleaning place can be harmed by the presence of street prostitution. Many of the prostitutes are on drugs and items such as used condoms found near these businesses can cause customers to avoid the area.

Businesses such as the bars, liquor store and hotels support/benefit from street prostitution. Bars serve as hangout spots where people are able to meet others and possibly leave with a prostitute. Liquor stores serve as a way to attract people; liquor influences certain behaviors and can increase the likelihood of prostitution.

The street prostitution in some areas are new. It was most likely present in one area, and removed causing them to relocate.

Prostitutes usually try to stay on the Main Street. This area is the safest for them. Areas such as the upper part of Scott Avenue is known to be safe as they’re less likely to be assaulted there.

During the early evening hours, residents are roaming the prostitution area as there are local restaurants and other businesses.
