They have all been arrested, one does go into the area yo buy drugs. However most of them do not live around the area and only go there when they believe that they won't get caught, they also try to stick to regulars.

Committed enough to go out there and search but not committed enough to get caught by their family or those that know them. Also not committed enough to risk being in a dangerous enviornment. If they feel as though their safety is a concern, they leave.

A lot of people are concerned, mainly people who go into that area. Even some clients are beginning to be concerned, as well as the prostitutes. It is becoming an extremely unsafe environment for anyone around.

To the police, they believe that they are committed. However, the public feels that they are not doing enough.
