Uncertain, as anyone opposed to prostitution, is not gaining anything from it, so they have no leeway in tolerating it. There is however tolerance from those profiting from it, admitting that they can tell when the prostitutes are in their establishment, but as long as they are composed and not doing anything illegal, they do not care what they do after they leave.
